Howard Webb says steps have been taken to avoid a repeat of the recent controversy over Luis Diaz's disallowed goal for Liverpool against Tottenham.
VAR did not overturn an incorrect on-field decision which ruled the strike offside.
Webb — the head of the Professional Game Match Officials Limited — explained: "We've put quite a lot of steps in place to ensure the error that we saw doesn't happen again.
"One of things this brought into sharp focus is the need to reiterate some of those communication protocols which are really valuable in VAR to prevent this type of thing happening.
"We got all of the officials together, we spoke through the need to go through that process very diligently. We're really disappointed for the game, we're disappointed for our reputation.
"We worked hard over the subsequent days to have a look at what we needed to do to put in place those safeguards around the communication to avoid that sort of thing happening again."
Ward-Prowse snub
West Ham coach Kevin Nolan has spoken out about James Ward-Prowse's latest England snub.
Since signing from Southampton, the midfielder has scored two goals and made six assists this season yet was not selected for Gareth Southgate's squad to face Australia and Italy.
Nolan told talkSPORT: "I speak to James a lot and I'm very much involved in the set pieces so we speak daily.
"I must admit and I said it last time, he's just got better and better in the last few weeks and you can only see from his assists, his goals, his creative play and everything else.
"I just really can't believe that he's not in that squad, I find it astounding really.
"He was gutted. He didn't hide from it, he was gutted that he wasn't in because he genuinely believed that he should have been in it and we believed that he should have been in it."
Bowen's second chance
Jarrod Bowen is ready to make the most of his second chance at international level.
The West Ham forward, 26, won four England caps last year but failed to secure a place in Gareth Southgate's squad for the 2022 World Cup.
But Bowen has been brought back into the fold for the fixtures against Australia and Italy — and says he has used his past disappointment to achieve a positive outcome.
He said: "I think you can use missing out almost as fire in your belly.
"I think I was using it almost like that from when I came back for West Ham after the World Cup.
"I saw my levels starting to rise from the back end of last season. With disappointment, you can use it rather than be down about it and sit and sulk about it, or do something about it.
"I think with me and the player I am, I always want to do something about it."
Taylor verdict
Gareth Taylor says Manchester City will not be changing their approach for their Women's League Cup clash with Everton tonight despite recent disciplinary issues.
Both Alex Greenwood and Lauren Hemp were sent off in the Citizens' 1-1 draw with Chelsea last Sunday.
This followed a 2-0 win at West Ham where Leila Ouahabi was dismissed but Taylor remains unconcerned — and has been impressed with his side's resilience.
He said: "We have to play the game. I don't think I'll be telling the players to do anything amazingly different from what we’ve seen previously.
"I've been super impressed with the players, that's the one thing I would say, the way we managed that game under difficult circumstances.
"I don't think there was any ill-discipline from us at all, I think it was a real anomaly of a game in that respect.
"It forced us into a really, really difficult situation which the players coped with so, so well."
